در این گزارش به روشنی علت رد درخواست های مهاجرت سرمایه گذاری ،عدم ارائه مدارک معتبر و کافی و همچنین عدم آمادگی شخص متقاضی برای مصاحبه ذکر شده است.

“Most skilled applicants are highly mobile and have travelled extensively in the region and to Europe and North America.
Applicants in this region tend to be very patriotic and pragmatic and view immigration as a safety net. In fact, many of the same applicants who request expedited processing during times of crises will request that we delay processing by up to two or three years so that they can finish their employment contracts in the region.
There is a high expectation placed on Canada due to its history of responding to the humanitarian needs in this region. Business applicants also represent a major challenge: documents are not always reliable, applicants come totally unprepared for their interviews, they submit information that is impossible to verify or are unable to submit documentation related to their business. As a consequence the refusal rate for investor is very high (60%).”
